ACTA is something similar to SOPA / PIPA (in USA). The Anti-Counterfeiting Trade Agreement is signed by European Union countries. With ACTA and SOPA governments (at MPAA, RIAA… pressure) can “shut down” any website, just like Megaupload.com case !
